With the accelerated development of new-type power systems, the increasing uncertainty on both supply and demand sides imposes higher requirements for the safe and reliable operation of power systems. Therefore, considering the multi-time scale characteristics of renewable energy output and regulation resource responses in new-type power systems, this paper proposes a adequacy assessment and quantitative analysis method for the power regulation based on multi-time scale adequacy assessment indicators.First, the empirical mode decomposition (EMD) algorithm is employed to derive regulation adequacy requirements across multiple time scales.Second, flexible regulation resources at each time scale are quantified to perform supply-demand balance analysis, and comprehensive adequacy assessment indicators are calculated. Then, based on bilinear interpolation theory, the quantitative relationships between renewable energy scale, energy storage capacity, and regulation adequacy are further established through multi-scenario adequacy calculations. Finally, taking an actual power grid in a region of China as an example, the adequacy quantitative analysis results are used to rapidly and accurately assess the system’s capability to integrate renewable energy and the required energy storage capacity. This approach not only ensures the system’s regulation adequacy but also facilitates the resolution of renewable energy accommodation issues, providing a decision-making basis for the planning and design of renewable energy scale and energy storage capacity in new-type power systems.
