“双碳”背景下,火电企业面临着低碳发展和转型升级的严峻挑战。火电企业要把握机遇,直面风险挑战,一方面应紧抓火电作为基础负荷的兜底作用和深度调峰的灵活性,另一方面需克服新能源消纳和储能障碍。通过研究梳理当前火电企业所面临的困难、机遇和挑战,分析其采取多元化发展的必要性,认为积极打造“风光火储一体化”综合能源平台势在必行。针对火电企业多元化发展提出了4条对策,即降本增效全面提升燃料管理水平、热电联产有效增强火电企业竞争能力、全面扩大火电企业多元化产业范围、采用低碳技术完善碳市场交易应对措施。同时规划了火电企业转型升级的4条路径,即持续推进火电深度调峰和节能降耗、风光火储联动发展、因地制宜探索储能技术、实施“党建+双碳”行动引领构建新型电力系统。火电企业通过采取以上对策和路径,方可在能源变革的大形势下,成为助推“双碳”目标的“新引擎”。
Under the background of "double carbon"
thermal power enterprises are facing severe challenges of low-carbon development and transformation and upgrading. Thermal power enterprises should grasp the opportunities and face the risks and challenges
on the one hand
they should pay close attention to the backstop role of thermal power as the base load and the flexibility of deep peak regulation
on the other hand
they need to overcome the obstacles of new energy consumption and energy storage. By studying and sorting out the difficulties
opportunities and challenges faced by thermal power enterprises
and analyzing the necessity of diversified development
it is considered that it is imperative to actively build a comprehensive energy platform of "integration of wind and heat storage". Four countermeasures are put forward for the diversified development of thermal power enterprises
namely
reducing cost and increasing efficiency to comprehensively improve fuel management level
cogeneration to effectively enhance the competitiveness of thermal power enterprises
comprehensively expanding the diversified industrial scope of thermal power enterprises
and adopting low-carbon technology to improve carbon market trading countermeasures. At the same time
four paths are planned for the transformation and upgrading of thermal power enterprises
namely
continuously promoting the deep peak regulation of thermal power and energy saving and consumption reduction
the linkage development of wind and heat storage
exploring energy storage technology according to local conditions
and implementing the "Party building + double carbon" action to lead the construction of a new power system. Thermal power enterprises can become the "new engine" to boost the "double carbon" target under the big situation of energy reform by taking the above countermeasures and paths.
