Characterized by short concentration times and rapid water level fluctuations
mountainous rivers pose significant challenges that traditional offline forecasting and operation modes can hardly meet for modern precision flood control. As a key technology for realizing the “four forecasts” in basin flood management
the integration of forecasting and reservoir operation is an important means to enhance basin-wide flood control and disaster mitigation capacity. Taking the Shiku River Basin
a first-order tributary of the Hanjiang River in Meizhou City
and Changtan Reservoir
its key control project
as the study area
this paper reviews the operational processes of the typical single-peak flood on June 8
2020 and the persistent multi-peak flood on June 14
2022. It summarizes practical experience in active flood defense
including gaining lead time through hydrological forecasting
conducting advance pre-release to create flood storage capacity
and implementing precise flood retention and peak staggering. In view of current operational limitations
this paper proposes measures such as strengthening cross-departmental data infrastructure
exploring operation decision-making that accounts for forecast errors and uncertainties
and developing a flood operation system integrated with AI technologies. The findings provide practical references for optimizing flood control and disaster mitigation systems and applying integrated forecasting-operation technologies in mountainous basins.
