suffers from severe water scarcity and a complex water supply structure. To investigate regional water resources allocation patterns and develop an optimal allocation scheme
this study generated a set of alternative water resources allocation schemes based on the water distribution functions of the Central and Southern Ningxia Water Diversion Project. Nine evaluation indicators covering domestic
economic
and ecological dimensions were then selected
and a game theory-based comprehensive weighting method was adopted to determine indicator weights and establish an evaluation system. Subsequently
the Multi-Attributive Border Approximation Area Comparison( MABAC) method was employed to comprehensively evaluate the allocation schemes and identify the optimal solution. Principal component analysis( PCA) was further applied to validate the evaluation results. The results indicate that the Central and Southern Ningxia Water Diversion Project achieves the greatest comprehensive benefits when supplying domestic and agricultural water in 2025 and domestic and industrial water in 2030. Water resources allocation should be dynamically adjusted according to regional water availability
and allocation schemes that better balance the water demands of different sectors can achieve greater comprehensive benefits. Moreover
the evaluation results obtained using PCA are consistent with those of the MABAC method
demonstrating the reliability and effectiveness of the proposed approach. Compared with other evaluation methods
the MABAC method involves a simpler computational procedure and offers greater practical applicability.
