To address the new requirements for water resources management arising from the rapid development of ice-andsnow tourism and changes in lifestyles
Heilongjiang Province carried out the fourth systematic revision of water use quotas for the construction sector
domestic use
and service industries. Based on 1 099 field-survey questionnaires
the revision employed multiple analytical methods
including the inverse second-order averaging method and the bubble sort method
to establish a tiered indicator system consisting of general and advanced quota values. The revised standard expanded industry coverage from 43 to 55 categories and incorporated cold-region-specific sectors and facilities
including ski resorts and golf courses
thereby addressing previous gaps in the quota system. The revised water use quota system demonstrates marked improvements in scientific rigor
regional applicability
and water-conservation orientation. In particular
the advanced quota values for water-intensive service industries were generally reduced by 25% ~ 60% compared with those in the previous version
creating an effective mechanism that encourages water users to improve water-use efficiency. The findings provide more precise benchmarks for the development of a water-saving society in Heilongjiang Province and offer a useful reference framework for revising water use quotas in other cold-region provinces.
