To address inconsistencies in water use quota standards and the inadequate coverage of emerging industries in cross-regional water use quota management
this study established a cross-regional coordination mechanism
integrated and analyzed data from multiple sources
and conducted field investigations of representative industries. On this basis
92 water use quota values for 46 major products in the demonstration zone were systematically determined. Drawing on the practical experience gained
recommendations are proposed for improving the water use quota system
including establishing more effective mechanisms for the dynamic updating and evaluation of quotas
strengthening the sample data foundation and datasharing capacity
innovating quota formulation methods
and enhancing coordination between water-saving technologies and relevant standards. Ultimately
these findings provide a replicable institutional framework for cross-regional water conservation management
offering practical support for implementing the rigid constraints system for water resource and promoting the economical and efficient use of regional water resources.
