Deepening the reform of water conservancy investment and financing is crucial to ensuring the fund demand for the construction of the national water network. Based on the practical exploration of Guangdong and Guangxi
this paper systematically sorts out the achievements they have made in expanding financing channels such as local government special bonds
financial credit
and social capital through measures like strengthening top-level design
innovating financing models
and optimizing platform construction. However
at present
there are still challenges including the mismatch between the traditional investment mechanism and the fund demand for water network construction
the unsmooth path of water resource asset value transformation
the insufficient function of water conservancy market entities
and the lagging supporting reforms such as water rights and water prices. Accordingly
policy suggestions are put forward
including continuously strengthening project reserves
improving the diversified investment and financing mechanism
enhancing the market-oriented operation capacity of water conservancy enterprises
and deepening key supporting reforms such as water price and water rights reforms
so as to provide a reference for the fund security path to accelerate the construction of the water network.
