As China's rural revitalization strategy enters a new stage
technical assistance plays a vital role in improving the water conservancy management and service capacity of regions. Liangshan Yi Autonomous Prefecture
which has the highest number of nationally designated key counties for rural revitalization
is rich in water resources
but is constrained by topographical
climatic conditions
and economic foundation. There are several problems hindering the high-quality development of water conservancy
such as frequent drought and flooding disasters
low utilization of water resources
and a shortage of professional and technical personnel. This paper takes the work of Sichuan Provincial Department of Water Resources in assisting Liangshan from 2023 to 2025 as a case study
and systematically analyzes the implementation process of the technical assistance through field research
policy comparison
and data statistics. It identifies several key challenges
including the limitations of a technology-driven approach in addressing complex and diversified needs
insufficient continuity of task-driven mechanisms
lack of systematic planning
and weak endogenous incentives for capacity building and knowledge transfer. This paper proposes several optimization paths
such as identifying the positioning of technical assistance for rural revitalization; promoting the synergistic integration of water conservancy technical assistance and external policies; optimizing the structure of the task force and the linkage mode of the sending unit; strengthening the interface between technical assistance tasks and local water conservancy work; and improving the assessment of the effectiveness of the assistance and the sustainability of the development mechanism. These measures aim to provide valuable references for the optimization and improvement of water conservancy technical assistance efforts in future and further enhance the level of water conservancy support for rural revitalization.
