Since the implementation of the “clearing the four chaotic behaviors” campaign in rivers and lakes
shoreline management of key water bodies in Guangdong Province has seen significant improvements. However
a considerable number of embankments still exist within river channels. Most of these embankments are unregistered
unlicensed
and unmanaged(“three-nos” facilities)
posing serious challenges to flood control and water safety. Therefore
studying their remediation is of great significance for promoting sustainable socio-economic development. This paper systematically reviews the distribution
historical formation
current management status
and existing issues of embankments along major rivers in Guangdong Province. It conducts comparative analysis across different regions
identifies commonalities and differences
and
drawing on relevant experiences
proposes targeted remediation strategies. The findings reveal that embankments are complex historical legacies resulting from land-use conflicts between human development and water systems. Given their socio-economic entanglements
a one-size-fits-all solution is impractical. A coordinated
classified remediation approach is recommended
which should be integrated with ecological restoration of riverine and riparian zones to achieve both functional and environmental benefits.
