Gansu Province is one of the most water scarce provinces in China. Developing a robust water supply system that meets the needs of economic and social development is a top priority for water network construction now and in the foreseeable future. As financing demands continue to grow
the water supply sector faces new challenges in both its financing ca'pacity and financing models. This paper analyzes the current status of investment and financing in Gansus water supply sector
along with the characteristics of typical project cases. The analysis identifies shortcomings in top-level financing design and insufficient internal motivation and capacity of water supply enterprises as the main constraints on investment and financing reform. In response
this paper proposes targeted recommendations in 4 key areas: enhancing the use of existing water strengthening professional talent development
expanding project reserves for local government special bonds
and improving water price adjustment mechanisms. These measures aim to attract broader social capital participation and build a diversified
multi-level
and multi-channel investment and financing system for the development of water conservancy
