the water allocation scheme in the Xin'anjiang River Basin of Chun'an County in Zhejiang Province has shown some limitations in practice
simply calculating and distributing the water according to economic and social development trends
which is not helpful for the conversion of the ecological value of water resources such as water rights. In order to explore and optimize the method of water allocation from the perspective of ecological protection compensation
this article constructs a restoration model and a comparative model based on regional development rights
considering historical sacrifices
regional differenceand people's well-being
and deduces that the compensatory water allocation to Chun'an County should not be less than 222 million m3. These findings can help optimize the water allocation scheme
and provide a reference for reforming the ecological protection compensation system.
