The water budget management system and the planned water use management system play a critical role in ensuring the rational allocation and efficient utilization of water resources. While the planned water use management system is relatively mature
the water budget management system remains in its pilot stage
and its integration with the existing planning system requires further clarification. This paper analyzes the connotation
core components
and current challenges of the water budget management system
as well as the framework
legal basis
and key issues associated with the planned water use management system. On this basis
the relationship between the two systems is examined
and from the perspective of institutional coordination
the paper explores the necessity of gradually replacing the planned water use management system with the water budget management system. Targeted recommendations are proposed to improve the water budgeting framework and support its effective implementation.
