In order to promote the intensive and economical use of water resources and give full play to the advantage of market in optimizing the allocation of water resources

this article employs the full-cost method based on the ecological compensation to analyze the value benchmark

accounts for the trading price

and explores the potential of the green financial market value of Beijing's water rights. Moreover

it theoretically analyzes of the core influences on the benchmark of the water rights value. The article selects the water consumption data of industry

agriculture and service industry in Beijing from 2017 to 2021 to construct a benchmark accounting system for the value of water use rights and calculate the value of continuous water use rights in Beijing for many years. The results show that the five-year average value of water rights in Beijing for the period from 2017 to 2021 is 1 265.5 million yuan on a floor basis and 1 499.8 million yuan on a ceiling basis. Accordingly

it is estimated that the value of Beijing's water rights in 2023 will be 2.363 billion yuan at the lower limit and 2.802 billion yuan at the upper limit. Furthermore
