In order to explore the driving factors and effectiveness of water environment policies in Zhejiang Province

this article constructs the causal and temporal relationships among ecological environment system

social civilization mode

target evaluation and control using grounded theory based on the water environment policy documents of Zhejiang Province collected from 2000 to 2020. Based on the concept research of grounded theory

the PMC Index Model is used to quantify relevant water environment policy documents. Through calculating the PMC index and constructing the PMC surface to evaluate the policy documents

it is concluded that the excellent rate of water environment policies in Zhejiang Province from 2000 to 2020 is 76.58%. Based on the results

this article further proposes suggestions to improve the linkage of the policy-making process

strengthen the support of scientific and technological innovation for policies

adhere to government support and public participation

and enhance policy formulation-evaluation-improvement work.
