To address the power coordination challenges in industrial terminal distribution systems under the “No Surplus Power to Grid” Mode
this paper proposes a multi-timescale active power optimization strategy. The coupling characteristics of factory generation-load-storage systems and the constraints of local PV consumption are analyzed. Based on this analysis
an optimization model incorporating PV curtailment
energy storage regulation
and flexible load response is developed. The control strategy divides the time domain into second-level
minute-level
and hour-level scales
implementing rapid disturbance suppression
short-term predictive dispatch
and intra-day energy guidance respectively
while establishing a cross-timescale coordination framework. Field validation in a typical industrial park demonstrates that the strategy reduces PV curtailment by 78.5% and increases PV utilization to 93.4%
significantly improving system balance and stability.
