identifies existing problems—focusing on an inadequate management system
insufficient risk identification and hazard investigation
inadequate investment in quality and safety
perfunctory training and education
and the disconnect between design and construction.It proposes measures such as improving the responsibility mechanism
strengthening risk control
rigorously overseeing the utilization of safety measure fees
optimizing training and education
and promoting the integration of design and construction.
