the power system faces dual challenges: rising balancing costs and insufficient regulatory flexibility
and it is urgent to explore new balancing mechanisms. The German electricity market has effectively reduced balancing costs and increased new energy consumption through a unique balancing group model
providing valuable experience for the development of the global electricity market. This article delves into the core drivers and key elements of the German balancing group model. Based on clustering results
the development of the balancing group is divided into three stages: the market mechanism and policy transformation period
the high-speed development period of new energy
and the deep technological innovation period. Through in-depth analysis of the core drivers across the different development stages of the balancing group
the adaptability of this model across historical stages was revealed
and key elements such as new energy volatility
market mechanisms
and resource flexibility were identified. Drawing on Germany's experience
this article examines the needs and conditions for reforming China's new energy consumption and power balance mechanism and proposes strategies and suggestions that China can learn from at this stage
providing theoretical support for China's innovative power and quantity balance mechanism.
