the transition from ‘province-level balancing’ to ‘interconnected region mutual support’ was recognized as a critical measure for ensuring the safe and stable operation of power systems. By comprehensively considering multi-level power balancing issues
the study explored the collaborative relationships and logic among national
regional
and provincial levels. A differentiated net load demand characterization was designed to capture the complex interactions and cross-level impacts. At the same time
a refined three-level collaborative balancing model (national-regional-provincial) was constructed based on the operational realities of inter-regional and inter-provincial transmission lines. To reduce complexity
an equivalent aggregation concept was introduced
and the Alternating Direction Method of Multipliers (ADMM) was employed to establish consistency constraints
allowing for simultaneous variable transmission across national
regional
and provincial levels while achieving hierarchical decoupling solutions. This approach effectively solved the multi-level collaborative scheduling optimization problem by striking a balance between solution accuracy and computational efficiency. Furthermore
addressing the severe impact of extreme weather on the new power system
case studies were conducted under both typical and extreme scenarios across multiple interconnected grid. The results demonstrated that the national-regional-provincial multi-level collaborative balancing model
showing a 2.32% reduction in system operating costs
2.42% decrease in loss of load probability
and approximately 2% improvement in renewable energy accommodation rates. The results confirmed that this approach effectively enhanced regional mutual support capabilities
achieving reduced operational costs
improved power supply reliability
and increased renewable energy integration at the provincial
