Power systems with high-penetration renewable energy sources face new challenges in ensuring secure and economic operation
due to the uncertainty of sources such as wind and photovoltaic power. As the third paper in this series
this study emphasizes the fundamental theory of “decision-dependent uncertainty (DDU)”
which is a key issue in system operation. It aims to develop new theories and methods for maintaining a supply-demand balance
ensuring secure and cost-effective operation of the power system with a high share of renewable energy sources. First
based on the set model of DDU
the concepts of separability are introduced to unfold the mathematical structure property of DDU sets. Consequently
the “two-way matching” mechanism for supply-demand balance under DDU is clarified: system operation decisions can regulate resources to “actively shape” the uncertainty scope and distribution
maximize alignment with the dispatchable domain
and shift from traditional “passive adaptation to uncertainty” to “proactive shaping of uncertainty”. Coupled with the two-stage robust dispatch framework
the main causes of the non-convexity of the feasible region in robust dispatch due to DDU are revealed
and a generic approach is suggested based on separability to devise cut-based algorithms suitable for decision-making under DDUs. The paper presents several typical examples of supply-demand balance analysis and dispatch decisions based on DDU
demonstrating the advantages and potential of DDU theory in improving system flexibility and economy. Finally
the key challenges and future research directions of supply-demand balance operational decision-making under DDU are discussed.
