and grid-forming control has become a key technology to ensure the safe and stable operation of the system. In the current mainstream grid-forming control strategies
active power and frequency control are coupled. However
these strategies are inherited from the construction and operation control framework of traditional power systems dominated by synchronous generators and fail to fully adapt to the characteristics of CIG. This paper challenges the traditional approach of unifying active power control and frequency control by proposing a frequency-fixed active power control (FF-APC) framework
which includes distributed primary active power control and centralized secondary active power control. With the proposed framework
the system frequency is almost always fixed at its rated value
achieving system active power balance independent of frequency
and fast power flow adjustments are implemented through direct phase angle control. The approach not only eliminates safety issues related to frequency variations
but also enhances synchronization stability and prevents oscillations. FF-APC breaks the century-old coupling of frequency and active power and is better suited to the CIG-dominated power system.
