摘要

2025年4月28日，欧洲伊比利亚半岛电网(西班牙、葡萄牙)发生全网大停电事故。事故造成西、葡两国大部分地区电力供应中断，影响人口超过5 000万人，西班牙进入国家紧急状态。该文首先介绍伊比利亚半岛电网的基本情况；随后，梳理事故发展、恢复等过程，并总结事故原因；最后，结合我国电网实际，提出保障电网安全稳定运行、防止大停电事故发生的建议。

Abstract

A significant blackout occurred on April 28

2025

across Spain and Portugal

resulting in widespread power outages and affecting over 50 million people. This paper first introduces the fundamental situation of the Iberian Peninsula's power grid. Then

the development and recovery process of the blackout is analyzed in detail

and the underlying causes are summarized. Finally

within the practical context of China's power grid

the paper offers recommendations to ensure the secure and stable operation of the grid

aiming to prevent the occurrence of large-scale blackout events.
