In the course of the construction of China's new power system and power spot market
how to choose reasonable transmission pricing mechanism to form a "synthetic force" with power spot market price becomes a key issue. The synergy is supposed to guide the new energy optimal siting and investment timing
improving the investment efficiency of the generation units and promoting the consumption of renewable energy. To this end
based on the clarified principles
functions
and impact mechanisms of transmission pricing
this article proposes quantified indexes for the electricity transmission pricing mechanism to coordinate with the construction of new power systems. We also put forward an index calculation method by "new energy investment timing and siting prediction model" and "the present value evaluation model for transmission network investment based on the stochastic power flow calculation method with semi-invariant and Gram-Charlier series expansion". Taking the simplified power system of certain province of China as an example
this paper quantitatively analyzes the impact of different transmission pricing mechanisms on the terminal electricity price level and new energy consumption in non-congestion and congestion systems. The proposed method can provide theoretical and methodological support for determining the provincial shared network transmission pricing mechanism in the context of new power system construction.
