摘要

水电站大坝安全注册作为我国大坝安全监管的核心手段，自20 世纪 80 年代末起步，历经探索、发展、完善三个阶段。大坝安全注册工作的开展有效督促了电力企业落实大坝安全主体责任，显著提升了行业大坝安全管理水平。当前体系仍存在精细化管理不足、部分规定需修订、新风险应对不足等问题，未来需结合行业发展新态势持续优化，为水电事业安全发展提供保障。

Abstract

As a core regulatory measure in China

the safety registration system for hydropower dams was launched in the late 1980s

which has gone through three stages of exploration

development and im⁃ provement. Dam safety registration has effectively urged power enterprises to earnestly fulfill their main responsibilities for dam safety and significantly improved the overall dam safety management perfor ⁃ mance across the industry. Currently

the system still faces issues such as insufficient refined manage ⁃ ment

the need for revision of some regulations

and inadequate capacity to respond to emerging risks. In the future

it is necessary to continuously optimize the system in line with new development trends of the industry

so as to provide protection for safe development of hydropower industry.
