可再生能源消纳责任权重下的新能源合理弃电率研究

Study on Reasonable Curtailment Rate of Renewables under Certain Renewable Energy Consumption Quota Obligation

  • 摘要: 随着电力系统中新能源比例的逐步提升,电力系统调节能力全面趋紧,若要实现新能源的全额消纳,不但要占用大量的调峰资源,降低电力系统的安全性和经济性,还将阻碍电力系统清洁低碳转型的步伐。从全社会综合用电成本的角度出发,结合可再生能源消纳责任权重目标的实现,提出一种综合考虑新能源开发成本和系统消纳成本的新能源合理弃电率计算方法,并通过仿真分析研究各省区目标配额要求下的新能源合理弃电率,系统研究合理弃电率的影响因素,为各地区高比例新能源电力系统规划运行提供参考。

     

    Abstract: With the gradual increase of renewables in power system, the flexibility of power system is reduced. To realize the full consumption of renewables, the power system needs to dispatch a large amount of peaking power to accommodate the renewables, which will not only reduce the safety and economy of the power system, but also hinder the clean low-carbon transitionof the power system. In this paper, from the perspective of the overall power consumption cost of the whole society, we propose a method to calculate the reasonable curtailment rate of renewables under certain renewable energy consumption quota obligation. Through simulation analysis, the reasonable curtailment rate of different provinces is calculated, while the influencing factors is also studied. It is assumed that this study can provide guidelines for the planning and operation of the power system with high proportion of renewables.
