基于热电解耦的电力现货市场机制研究

Research on Electricity Spot Market Mechanism Based on Thermoelectric Decoupling Mode

  • 摘要: 随着中国电力现货市场建设逐步展开,电力市场机制给现有电力系统运行方式和调度模式带来了越来越大的影响。对于北方冬季供暖省份,如何在电力现货市场中同时保障电力系统安全运行和供热机组的供暖方式,对电力现货市场交易机制带来了很大的挑战。针对此问题,该文对北方区域冬季供暖期间电力现货市场运行情况和存在的问题进行分析,提出一种基于热电解耦的电力现货交易机制,建立供热机组在现货市场机制下的申报体系和考核方法。该文所提机制在保障供暖期大规模供热机组同时承担电力和热力供应的条件下,可以合理减少发电主体过度申报供热数据,实现电力现货市场机制下各发电机组的充分竞争和新能源的优先消纳。该文以某电力现货市场试点省份的实际系统进行算例分析,结果验证所提机制的必要性和有效性。

     

    Abstract: With the development of electricity spot market in China, market mechanisms have brought more and more influence on the existing power system operation and dispatch modes. For winter heating provinces in northern China, the electricity spot market trading mechanisms bring great challenges to ensure the safe operation of power system and the heating mode of cogeneration units. In order to solve this problem, this paper analyzed the clearing situation and existing problems of northern electricity spot market during winter heating periods, and proposed a novel electricity spot market mechanism based on thermoelectric decoupling mode. The declaration systems and assessment methods of cogeneration units were established in this paper. The proposed mechanism in this paper could not only simultaneously guarantee the heating and electricity supply of large-scale cogeneration units, but also alleviate excessive heating declaration of power generation side, which could promote full competition of various generating units and the consumption of new energy under electricity spot market mechanisms. The necessity and effectiveness of the mechanism proposed in this paper could be proved by the case of the actual pilot province system in electricity spot market.
