统一电力现货市场体系的结构设计理论方法

Theoretical Method for Structural Design of a Unified Electricity Spot Market System

  • 摘要: 随着我国电力体制改革的深化推进,近年来,加快建设全国统一电力市场体系成为热点问题。全国统一电力市场体系以全国统一电力现货市场体系为核心,市场体系的结构设计是对其宏观架构的精细表达,也是市场体系顶层设计的重中之重。该文阐释统一电力现货市场体系的内涵和时间、空间、主体、客体四方面结构的外延。在此基础上,结合电力现货市场绩效评价理论,提出统一电力现货市场体系的空间结构设计、时间结构与客体结构协同细化设计和主体结构设计的理论与方法。针对欧洲统一电力现货市场体系的结构设计进行实证分析,验证理论方法的可行性与有效性。

     

    Abstract: With the deepening advancement of China's electric power system reform, accelerating the construction of a national unified electricity market system has become a hot issue in recent years. The national unified electricity market system takes the national unified electricity spot market system as its core, and the structural design of the market system is a meticulous expression of its macro-architecture, which is also the top priority of the top-level design of the market system. This paper clarifies the connotation of the unified electricity spot market system and the extension of the four aspects of the structure including time, space, subject and object. On this basis, combined with the performance evaluation of the electric power spot market, the theory and method of spatial structure design, time structure and object structure collaborative refinement design and main structure design of the unified electric power spot market system are studied and proposed. An empirical analysis is carried out for the structure design of the unified electricity spot market system in Europe to verify the feasibility and effectiveness of the theoretical methods.
