A Review of Long-term Planning of New Power Systems With Large Share of Renewable Energy

  • 摘要: 大力发展风电、光伏等可再生能源是实现电力系统低碳转型的重要途径。由于可再生能源出力具有波动性与不确定性,为应对大规模可再生能源并网给电力系统长期规划带来的挑战,近年来相关研究成果不断推出。为全面综述该领域的研究现状,该文首先分析新型电力系统的主要技术特征,然后,从能源供应的经济–政策不确定性与低碳转型带来的能源供应安全两个方面分析新型电力系统长期规划模型所面临的挑战。并从长期不确定性、短期不确定性、电力系统充裕性、电力系统安全性4个方面,综述当前新型电力系统长期规划研究成果,分析其中需要关注的重点、难点问题。最后,对新型电力系统长期规划模型的构建与应用进行总结与展望。

     

    Abstract: Integrating large-scale renewable energy such as wind power and photovoltaics (PV) into the power system is a key in realizing its low-carbon transition. Due to the volatility and uncertainty of renewable energy outputs, there are many studies to solve the huge challenges resulting from integrating large-scale renewable energy in the long-term planning of the power system. This paper first analyzes the main technical characteristics of the new power system. Then, the key challenges in terms of economic and policy uncertainty of energy supply, energy supply security brought about by the low-carbon transition with high penetration of variable energy are studied. The review shows the main challenges and current research results of the power system long-term planning, including long-term uncertainties, short-term uncertainties, evaluation of system stability and adequacy. The difficulties and potential research contents needed to be taken into consideration are revealed. Finally, future trends about the exploration and application of the power system long-term planning are summarized and prospected.
