含储能资源参与的自动发电控制策略研究

Research on Automatic Generation Control Strategy Incorporating Energy Storage Resources

  • 摘要: 以电池为代表的新型规模化储能资源可快速改变功率输出,为自动发电控制(automatic generation control,AGC)提供了新的手段。该文主要研究AGC系统对于储能资源参与二次调频的容量需求及其控制策略。在电力系统调频需求分析的基础上,提出采用离散傅里叶变换分析高频和低频调频需求的方法,并对实际系统的全天和每小时内高频分量的占比进行了定量分析。根据储能资源的快速响应特点,提出了储能资源参与调频的两种策略。策略1是基于区域调节需求(area regulation requirement,ARR)所处的区间灵活分配储能资源承担的调节量;策略2则将调频需求的高频分量指派给储能资源承担。基于实际系统的数据,对储能参与AGC的不同策略进行了仿真和比较分析。所提方法和研究结果对于实际应用具有重要的指导意义和参考价值。

     

    Abstract: Typical energy storage resources(ESRs),like battery storage systems,can change their power outputs with very high speeds,which provides automatic generation control(AGC) with a new measure.The paper works on the capacity requirement and the control strategy of ESRs participating in AGC.Based on the analyses of power system frequency regulation requirement,a method is proposed to quantify the low and the high frequency component of regulation requirement using discrete Fourier transform.Then two control strategies are presented for ESRs participating in AGC according to their fast response merits.The first strategy flexibly allocates the regulation capacity to ESRs according to the zone of the area regulation requirement(ARR),while the second strategy assigns the high frequency component of the ARR to ESRs.Using the historical data of a real system,simulations are carried out to compare and analyze the effectiveness of different AGC strategies for ESRs.The proposed methods and simulation results are important for practical implementations.
