集中调度与发电企业自主调度相协调的节能调度体系

Novel Energy-saving Generation Dispatching System Based on the Coordination of Centralized Dispatching and AutomomyAutonomy-dispatching of Generators Generation Companies

  • 摘要: 中国电力调度长期采用高度集中的调度模式,保障了电力系统安全,但一定程度上影响了节能发电调度的开展。提出发电企业自主调度的概念,在调度计划的形成过程中,在保证系统安全的情况下,赋予发电企业一定自主权。提出了将集中调度与发电企业自主调度相协调的节能调度体系。在初始计划的形成中,调度机构给出一定的框架性约束,允许发电企业在框架性约束范围内,自拟发电计划;经调度机构综合、校核和修订后,形成初始可行的发电计划;发电计划形成后,允许发电企业根据实际情况,适当调整,并经安全校核后完成修订,以实现节能减排的目标。

     

    Abstract: Power system in China is centralized dispatched for a long time.Centralized dispatching plays an important role in safe operation of power system.However,it exerts a negative influence on energy-saving generation dispatching.In the condition that the constraints of power system security are subjected,automomyautonomy-dispatching of generators is proposed,which means generators are given some autonomy when schedule plans are drawnpower system security constraints.A novel energy-saving generation dispatching system based on the coordination of centralized dispatching and independent automomyautonomy-dispatching of generators is proposed.Firstly,when the initial schedule plans are drawn,system operator gives some framework constraints.Generators are permitted to draw their own schedule plans subjected to the framework constraints.Then after being summarized,checked and revised by dispatching institution,the plan becomes feasible.Then,system operator summarizes the schedule plans of power plants to form an overall plan.The plan is checked by system operator.If necessary,the plan would be revised.A feasible schedule plan is worked out.Finally,generators are permitted to adjust themselves according to actual situations after the plan is drawn,and the plan can be revised after security check to reach the goal of energy-saving.
