张北柔性直流电网工程新能源与抽蓄电站配置方案运行经济性评估

摘要: 为解决张家口地区大规模新能源的可靠送出和消纳、支撑绿色低碳冬奥,国家电网有限公司拟建设张北?500kV四端柔性直流电网示范工程。评估张北柔性直流电网工程在不同新能源和抽蓄电站配置方案下的运行经济性,对工程建设决策有着重要的意义。为满足计算精度及工程实用性的需要,提出一种基于时序生产模拟仿真的多端柔性直流电网运行经济性评估方法。以新能源最大化消纳为目标,考虑柔性直流电网传输安全、下网功率调峰需求、线路N-1安全运行、新能源与抽蓄电站互补运行、新能源限电率等约束条件,建立基于直流潮流的新能源与多端柔性直流电网混合运行优化模型。以张家口地区全年的新能源出力时间序列为输入,通过运行优化求解,得到张北柔性直流电网全年逐时段的上网和下网功率,核算在不同新能源和抽蓄电站配置方案下电网的运行成本和收益。采用工程经济学中常用的折现现金流的方式,开展方案的经济性评估,案例测试结果验证了所提方法的有效性。Abstract: To accommodate the large amount of renewable energy in Zhangjiakou and support the 2022 BeijingZhangjiakou Olympic Winter Game, State Grid Corporation of China plans to build the 500 kV four-terminal VSC-based DC grid project in Zhangbei. Economic assessment of the Zhangbei VSC-based DC grid project planning schemes with different capacities of renewable energy and pumped-hydro storage power station is particularly important. A method for economic assessment of multi-terminal VSC-based DC grid planning was proposed based on the time sequence simulation technology. An optimization model aiming at maximizing renewable energy power output was established, which takes into account operation modes of the VSC-based DC grid, peak load regulation of power grid’s output, N-1 reliability criterion, operations of pumped-hydro storage station and renewable energy curtailment rate. Based on the annual time sequences of renewable energy power generation, the power integration and output of the Zhangbei VSC-based DC grid was optimized and the related operation cost and benefit were calculated for each planning case. The discounted cash flow method was adopted for evaluation assessment of planning cases and case studies verified the effectiveness of the proposed method.
