超额消纳量交易机制下独立售电商购售电策略研究

Research on Power Procurement and Sale Strategies of Electricity Retailers Under the Transaction Mechanism of Excessive Consumption

  • 摘要: 超额消纳量作为完成可再生能源消纳量的补充方式,对售电商购售电策略产生了新的影响。针对此问题,对售电商月末可出售超额消纳量进行核算,建立考虑超额消纳量交易的售电商购售电策略模型。模型用拉丁超立方抽样结合同步回代技术生成可再生能源和负荷的多个场景描述其不确定性,对超额消纳量及绿证2种消纳量补充方式进行价格预测,引入消纳责任惩罚与激励机制,以购售电收益最大和收益风险损失最小为目标函数实现最优购售电决策。算例对比分析消纳凭证交易、消纳责任权重、可再生能源购电量、可再生能源不确定性等因素对售电商收益与风险的影响,结果表明引入超额消纳量交易机制,并设定合适的罚金与奖金,促进了售电商对消纳责任的落实。

     

    Abstract: As a complementary way of completing renewable energy certificates, excessive consumption has a new impact on the power procurement and sale strategies of electricity retailer. In response to this problem, the excessive consumption that can be sold at the end of the month was calculated, and a strategy model for electricity purchase and sales was established that considers the transaction of excessive consumption. The model used Latin hypercube sampling combined with simultaneous backward reduction to generate multiple scenarios of renewable energy and loaded to describe its uncertainty. The model predicted the price of two renewable energy certificates of excessive consumption and green certificate, and introduced the consumption responsibility penalty and incentive mechanism. The objective function of the electricity retailer’s optimal power procurement and sale strategies was the maximum profit from power procurement and sale strategies and the minimum conditional value-at-risk (CVaR). Calculation examples comparatively analyze the influence of factors such as the transaction mechanism of renewable energy certificates, the minimum renewable portfolio standard (RPS) weight, the renewable energy uncertainty. The results show that the introduction of the excessive consumption transaction mechanism and the setting of appropriate fines and bonuses promote the implementation of the consumption responsibility of electricity retailer.
