Abstract: The paper constructs a combined solar + biomass energy evaluation model based on analytic hierarchy process（AHP）-technique for order preference by similarity to ideal solution（TOPSIS）in villages and towns. The process includes:establishing an evaluation index system based on four criteria of energy efficiency,economic efficiency,environmental efficiency,and indoor environment,improving AHP to determine index weights,and TOPSIS comprehensive rating. The model was applied to the case,and the comprehensive evaluation rating of the case was derived. The results show that the evaluation model can objectively get the rating by theoretical calculation,which enhances the scientificity of the evaluation,and the 4 criteria ratings of the case are excellent,good,excellent and good in order,and the comprehensive evaluation rating is good.
