Abstract:
Aiming at the problems that the peaking capability of self-provided power plant is not fully used in current power generation right transaction,and mid-to-long-term bilateral swap scale is limited which is easy to produce the deviations,this paper proposes a multilateral and multi-time scale generation right trading mode and electricity optimization method with the participation of wind power,photovoltaics, hydropower,self-provided power plant and shutdown thermal power. To evaluate the transaction priorities of each subject,the evaluation indexes are constructed based on the transaction principle,the subjective and objective weights of each index are determined by scale extension and information entropy methods. In addition, the combination weights are assigned based on the minimum information discrimination. And the transaction subjects are evaluated with the improved TOPSIS using relative entropy.Moreover,the multi-time scale replacement model and organization process which include week,day-ahead and day that considering clean energy consumption are proposed based on the evaluation results. Furthermore,the optimization model of generation right replacement is established with the objective of the optimal performance. Finally,an example is given to verify the rationality and effectiveness of the subject evaluation method,the multi-time scale replacement model and the electricity optimization method,which can provide reference for multilateral transactions of generation rights.
