基于网源在线监测平台的电网ACE调节异常分析及对策

Analysis and Countermeasure of ACE Abnormal Regulation Based on Grid-source Online Monitoring Platform

  • 摘要: 随着特高压外电入鲁电量不断增加和新能源发电快速增长,山东电网的频率控制问题受到越来越多的关注。针对偶发电网区域控制偏差(Area Control Error,ACE)调节与机组控制不协同,造成ACE日内时段性调整困难现象,依托网源在线监测平台,对电网侧ACE及调节速率进行分析,发现电网整体自动发电控制(Automatic Generation Control,AGC)R模式机组向上调节速率低于向下调节速率,电网ACE为负值期间机组整体AGC向上响应速率不足。选取典型机组对发电侧一次调频动作情况和AGC调节情况进行了分析,从理论和实际运行情况两方面分析得出电网ACE与火电一次调频调节方向相反是造成ACE调整困难的主要原因,并发现机组一次调频量比理论值偏大和部分机组协调控制品质较差等次要原因。提出应对山东电网ACE调节异常的相应对策,对提高电网ACE调节水平和机组AGC调节品质具有指导意义。

     

    Abstract: With the continuous increase of UHV external power into Shandong and the rapid growth of new energy power generation,the frequency control of Shandong power grid has attracted more and more attention.The occasional area control error(ACE)regulation of Shandong power grid is not coordinated with the unit control,which makes it difficult to adjust ACE within a day.The ACE and regulation rate of the power grid side were analyzed based on the grid-source online monitoring platform.It was found that the up-regulation rate of AGC-R mode units is lower than the down-regulation rate,and the up-regulation rate of units is insufficient when ACE of power grid is negative. Typical units were selected to analyze the action of primary frequency regulation and AGC regulation from generation side.It was concluded that the main reason for the difficulty of ACE regulation is that the direction of power grid ACE is opposite to that of thermal power primary frequency regulation.The secondary reasons are that the primary frequency regulation of units is larger than the theoretical value and the coordinated control quality of some units is poor.The corresponding countermeasures to deal with the abnormal ACE regulation of Shandong power grid were put forward,which has guiding significance for improving the ACE regulation level of power grid and the AGC regulation quality of units.
