基于分层序列法的配电网项目优选研究

摘要: 配电网规划是电网公司的重要工作,配电网络结构复杂,投资项目众多,不仅关乎电网公司的生产经营,更对民生福祉和国民经济产生巨大影响。当前,配电网项目的投资决策主要依赖规划人员的经验和主观认定等,需要进一步客观科学的决策方法。建立配电网项目全寿命周期经济效益和社会效益评价模型,用于配电网项目投资效益的评价与比选;提出基于分层序列法的配电网项目优选策略,对备选项目库进行3层选取,包括刚性筛选、效益优选和项目补选。兼顾项目在政策和安全上的重要性和在经济和社会上的效益性,为配电网项目优选提供了科学的决策支持方法。Abstract: Distribution network planning is an important work of power grid companies. The complex structure of distribution network and numerous investment projects not only affect the production and operation of power grid companies,but also have a huge impact on people′s livelihood and national economy. At present,the investment decision-making of distribution network projects mainly depends on the experience and subjective identification of planners,which needs further objective and scientific decision-making methods.A life cycle economic benefit and social benefit evaluation model of distribution network project was established to evaluate and compare the investment benefit of distribution network project. A distribution network project optimization strategy based on the hierarchical sequence method was proposed,and three-level selection was carried out for the alternative item library,including rigid selection,benefit optimization and project by selection.The method proposed in this paper takes into account the importance of the project in policy and security and the economic and social benefits,which provides a scientific decision support method for distribution network project optimization.
