Abstract:
The mismatch between China’s wind and solar resource-intensive areas and electricity load-concentrated areas poses a major challenge to the renewable energy penetration after its large-scale development.Under the goal of carbon peaking and carbon neutralization, how to promote renewable energy development has become a challenging issue that is urgent to be solved in the transition of China’s energy mix. From the innovative perspective of increasing power demand and enhancing power load flexibility, this study takes Inner Mongolia as the sample and analyzes the details, triggers and counter-measures of the obstacles of renewable energy penetration in wind and solar resource-intensive areas. The study shows that in 2030,the amount of abandoned wind and light in Inner Mongolia may increase to 200 TWh,economic growth, population, the development of secondary and tertiary industries, and residential heating are the main driving factors of power demand growth in Inner Mongolia, while the promoting effect of industrial development on electricity and renewable energy consumption needs to be improved. The steel industry and electrolytic aluminum industry can offer great load flexibility potential to power system by adopting electric arc furnace process and technical alterations of electrolytic cell. Therefore, wind and solar resource-intensive areas should actively promote the synergistic mechanism of energy mix transition and industrial structure electrification transformation, spur industrial enterprises into offering load flexibility by improving the price mechanism and ancillary service market mechanism, nudge the final consumers in the replacement of fossil fuel with renewable energy, thus effectively promoting renewable energy penetration in wind and solar resource-intensive areas.
