Abstract:
With the transformation of the regional balancing modes of new-type electric power systems and markets, the balancing demand of electricity generation and consumption entities is increasing while participating in market transactions.There is an urgent need to explore new balancing service modes under new-type power systems. Initially, based on the analysis of domestic and international balancing mechanism practices,this paper proposes the concept and operation mode of the independent balancing service providers aimed at regional multiple entities balancing. It delves into the similarities and differences between the operational modes of new type entities in electricity markets and independent balancing service providers. Subsequently, a double-layer optimization model is constructed, targeting maximum revenue for the independent balancing service provider and minimal balancing cost for the electricity generation and consumption entities. Finally, the proposed model is validated through an analysis of a case study involving daily typical deviations in electricity generation and consumption in a certain region. The results demonstrate that the operation mode of the independent balancing service provider can reduce the balancing costs of market entities while ensuring the provider’s revenue, considering the interests of both parties.This provides a valuable exploration of the balancing modes of new-type power systems.
