  • 摘要: 为实现碳达峰、碳中和的目标,需要构建以新能源为主体的新型电力系统。从保障新型电力系统安全稳定运行的角度出发,分析了新型电力系统在能源结构及布局、储能发展及负荷变化等方面的特点,阐述了新型电力系统在安全稳定形态、电力系统稳定控制及调度运行控制等方面面临的挑战,提出应开展新型电力系统频率稳定控制研究,构建区域频率协同及频率紧急控制系统的观点,建立统一调度、分级管理的跨区域和跨电压等级的广域调度控制模式;构建新型电力系统认知体系,充分把握电力系统运行特性;完善电力系统数字化感知能力,建立广域调度技术支持系统;充分挖掘电力系统可调节资源,提升新型电力系统灵活调节能力。

     

    Abstract: To realize the goal of carbon peak and carbon neutrality, it is necessary to construct new power system dominated renewable energy. In order to ensure the security and stability operation of the new power system, the characteristics are analyzed, including energy structure and distribution, energy storage development and changing load. And it is expounded that the new challenges will be faced in secure and stable state, stable control and dispatch operation of power system. It is also presented that the research on frequency stability control should be done and frequency collaborative and emergency control systems should be constructed on new power system.It is proposed that a new type of power system frequency stability control research should be carried out, a regional frequency coordination and emergency frequency control system should be constructed, and a wide-area dispatch control mode with unified dispatch and hierarchical management across regions and voltage levels should be established. A new power system cognitive system is build, the operating characteristics of power system are grasped fully.The digital perception ability of power system is improved, and a wide area transfer technical support system is established.The adjustable resources of power system are tapped fully to improve the flexible regulation ability of new power system.
