Abstract: Aiming at the problems that the secondary safety measures during substation secondary device maintenance opreation process exists implementing common based operating habits, various forms and lack of evaluation, a general reliability evaluation model of second safety measures is proposed by considering two dimensions on reliability and operational complexity, and a optimal model which provides improvement plans for existing method is given based on specific cases.The method takes into account the habit of operation and maintenance corporation, and it has application feasibility.
