Operational Mechanism and Cost-benefit Analysis of Pumped Storage Plant in Power Market Environment

  • 摘要: "双碳"目标下以风光为代表的波动性新能源发电占比将会快速大幅提升,亟需配备大量灵活性调节资源。抽水蓄能作为目前最成熟的储能方式,不仅调节速度快、调节容量大,且能提供惯量支撑。然而,现阶段我国实行的两部制电价下,抽水蓄能电站向系统提供的灵活性价值没有得到合理补偿,导致难以回收成本。如何正确评估抽水蓄能所提供的灵活性价值,进而确定相应的辅助服务定价机制对解决抽水蓄能电站成本回收以及引导灵活性资源的发展具有重要意义。为此,首先分析市场环境下抽水蓄能电站的电价形成机制,建立抽水蓄能电站参与电量竞价及其灵活性调节能力在辅助服务市场竞价的风险收益模型,侧重抽水蓄能电站参与辅助服务的定价机制及其成本回收问题,并与我国现行两部制电价下抽水蓄能电站的收益情况进行对比,结果表明辅助服务市场的合理定价机制有助于抽水蓄能电站完成成本效益回收。研究成果可为储能类灵活性资源参与辅助服务竞价及制定定价策略提供支撑。

     

    Abstract: Under the targets of peaking carbon emissions and carbon neutral, the proportion of fluctuating novel energy, represented by wind and solar, in power generation will increase rapidly and substantially. This will lead to an urgent requirement of flexible regulation resources. Pumped storage is the most mature energy storage mode at present. It has the advantage of fast regulation speed and large regulation capacity and can provide inertia support. However, under the two-part electricity price system implemented in China, the flexibility value provided by pumped storage plants has not been compensated reasonably. This leads to difficulties in cost recovery. In dealing with the cost recovery of pumped storage plants and guiding the development of flexible resources, it is of great significance to correctly evaluate the flexibility value provided by pumped storage, and then determine the corresponding pricing mechanism for ancillary service market. For this reason, we first analyzed electricity pricing mechanism of pumped storage plant in power market. We established models to study participation of pumped storage plant in biding and the risk-return of the plant in the ancillary service market. Our study focuses on the pricing mechanism of the pumped storage in ancillary service market and the cost recovery problem. We compared the benefit of the plant under this mechanism with that under the current two-part price system. The results show that the reasonable pricing mechanism for ancillary service market is helpful for the pumped storage plant to achieve cost-benefit recovery. The research results can provide support for flexible resources of energy storage to participate in biding and develop pricing strategy in ancillary service market.
