  • 摘要: 随着双碳目标和新型电力系统建设要求的提出,新能源将逐步取代传统发电资源成为电力系统主体电源,与此同时,通过市场交易拓宽新能源消纳空间、实现资源在更大范围内的优化配置已形成广泛共识。然而,从当前到碳中和目标的实现过程中,电力市场机制将伴随系统电力电量平衡特性的演化不断动态调整,需分阶段考虑高比例新能源电力市场形态结构演进轨迹;同时,其演进需以电力系统物理形态演进为基础,并与面向电力能源转型的国家重大战略目标相匹配。因此,该文首先对高比例新能源电力系统及电力市场的发展政策进行梳理与分析,以战略导向为依据划分高比例新能源电力市场发展阶段,明确各阶段发展要求;其次,基于阶段划分,详细论述电力系统物理形态结构演进轨迹,并基于此进一步论述高比例新能源电力市场的市场形态结构演进轨迹,归纳各阶段的主要特征与研究边界;最后探讨了服务中国特色高比例新能源电力市场发展的关键技术。

     

    Abstract: With the proposal of carbon peaking and carbon neutrality goals and new power system construction requirements, renewable energy will gradually replace traditional power generation resources as the main power source of the power system. Meanwhile, a broad consensus has been reached on expanding the space for renewable energy consumption and optimizing the allocation of resources in a wider range through market transactions. However, from the current to the realization of the carbon neutrality goal, the market mechanism continues to adjust dynamically with the evolution of the power balance characteristic. It is necessary to study the morphological evolution track of the power market with a high proportion of renewable energy in stages. Meanwhile, the evolution needs to be based on the evolution of the physical power system, and to match with the major national strategic facing the power and energy transformation. Therefore, the paper first sorts and analyzes the development policies of the power system and the power market with a high proportion of renewable energy, divides the development stages based on this guidance, and then defines the development requirements of each stage. Secondly, based on the stage division, the morphological evolution track of the physical power system is discussed, and the morphological evolution track of the power market with a high proportion of renewable energy is further discussed, then the main characteristics and research boundaries of each stage are summarized. Finally, the key technologies to serve the development of renewable energy power market with Chinese characteristics are discussed.
