考虑光-车-氢接入的新型城市配电网规划研究综述与展望

Review and Prospect of Future City Distribution Networks Considering the Integration of PV-EV-hydrogen

  • 摘要: 为实现“双碳”目标,城市配电网中分布式光伏渗透率不断提升,电动汽车等新型清洁负载在终端消费中的占比不断增大,氢储能作为一种新型储能技术被广泛集成在“源-网-荷”各个环节之中。城市配电网面临着网架结构和运行模式的多方面改变,给规划带来巨大挑战。为实现具有高不确定性的光伏发电与充电负荷的安全经济消纳,首先从光-车-氢等灵活性资源入手,从特性对比、协同策略、在配电网规划中的利用以及不确定性处理4个方面对现有配电网规划研究进行了归纳对比;接着,总结了城市配电网规划面临的光-车-氢灵活性评估、多维度多时间尺度不确定性处理、长时间尺度超大规模联合规划模型构建求解三大关键问题;最后,展望了未来城市配电网规划过程中,用户与电网运营商的利益博弈、考虑故障风险的城市配电网规划与极高光-车-氢渗透率下城市配电网规划三方面的研究问题。

     

    Abstract: In order to achieve goals of the carbon peaking and carbon neutrality, the percentages of distributed PVs and EVs are increasing in city distribution networks. The hydrogen storage techniques are integrated in source, network and load sides. The city networks are faced with the changes of both network framework and operation modes, which brings great challenges for planning. In order to accommodate the PV and EV safely and economically, this paper summarizes and compares the existing distribution network planning works from characteristic analysis, collaborative strategies, model construction and uncertainty treatments of PV-EV-hydrogen. Three key problems are summarized including the flexibility evaluation of PV-EV-hydrogen, multi-dimension multi-timescale uncertainty treatment, long period huge scale joint planning model construction and resolution. Finally, the prospect for future city distribution network is given, which illustrates the game between power system and users, the risk constrained network planning and planning under high penetration of PV-EV-hydrogen.
