摘要

在强化“双碳”牵引、加快构建新型能源体系的时代命题中，立足世界与中国天然气产业发展进程与现状，借鉴四川盆地天然气产业高质量发展经验与启示，构建中国天然气产业高质量协同发展模式并提出保障措施。分析结果表明：①中国天然气加快发展具有重要的现实意义，但面临着气藏更加复杂、资源品质降低、未动用储量效益开发难度大、关键理论与技术亟待攻关、天然气需求和效益增长的不确定性增加、产业政策环境与地企关系、天然气与新能源协同发展面临规模效益等系列问题；②四川盆地探索天然气产—运—储—销协同发展实践，为中国天然气产业高质量协同发展提供了有益借鉴；③可通过天然气产业链纵向发展协同、天然气产业链市场发展协同、天然气与新能源发展协同等，构建中国天然气产业高质量协同发展模式；④中国天然气产业高质量协同发展保障，应构建跨区域、全链条的治理机制，完善资源收益共享机制，强化全产业链技术协同创新。因此，推动中国天然气产业高质量协同发展，能够为中国天然气统一大市场建设与新能源高比例接入提供有力支持，也能为服务区域协调发展和能源保供“顶梁柱”作用发挥等提供更加坚实的保障。

Abstract

Against the backdrop of highlighting the driving force of the “dual-carbon” goals and accelerating the construction of a new energy system

and based on the development process and current status of the natural gas industry worldwide and in China

this paper constructs a high-quality coordinated development model for China’s natural gas industry with supporting safeguard measures by drawing on the experience and enlightenment of the high-quality development of the natural gas industry in the Sichuan Basin. The analysis results show as follows.(1) It is of important practical significance to accelerate the development of China’s natural gas industry

which

however

is confronted with a series of challenges

including increased complexity of gas reservoirs

deteriorated quality of resources

great difficulties in the profitable development of undeveloped reserves

an urgent need for breakthroughs in key theories and technologies

rising uncertainties in the growth of natural gas demand and economic benefits

imperfect industrial policy environments and unbalanced local government-enterprise relationships

and scale and efficiency bottlenecks restricting the coordinated development of natural gas and new energy. (2) The exploratory practices of coordinated development covering production

transportation

storage and sales of natural gas in the Sichuan Basin have provided valuable references for the high-quality coordinated development of China’s natural gas industry. (3) The high-quality coordinated development model for China’s natural gas industry can be constructed from three dimensions:coordination of longitudinal development of the natural gas industry chain

coordination of market-oriented development of the industrial chain

and coordination of development between natural gas and new energy. (4) For the guarantee of high-quality coordinated development of China’s natural gas industry

it is essential to build a cross-regional and full-industry-chain governance mechanism

optimize the resource benefit-sharing mechanism

and strengthen industry-wide collaborative technological innovation. Therefore

promoting the high-quality coordinated development of China’s natural gas industry can provide strong support for the construction of a national unified natural gas market and the high-proportion integration of new energy

as well as a more solid guarantee for serving regional coordinated development and giving full play to the pillar role of the natural gas industry in national energy supply security.
