In response to the limitations in existing studies regarding the characterization of net load fluctuation characteristics within dispatch intervals and the deep peak-shaving ramping behavior of flexibility-retrofitted units
this paper proposes an optimization dispatch method for power systems that takes into account both net load fluctuation trajectories and the stepped ramping characteristics of thermal power units. First
the net load fluctuation trajectory is characterized from two dimensions—fluctuation amplitude and variation rate—to construct a quantitative model of flexibility requirements within dispatch intervals. Second
considering the dynamic response characteristics of retrofitted thermal power units during deep peak-shaving stages
stepped ramping rate constraints suitable for day-ahead dispatch are proposed. On this basis
an optimization dispatch model for power systems that considers intra-interval fluctuation characteristics is established. Finally
simulation analyses based on a 6-node test system and a practical system from a region in Shandong Province are conducted. The results show that the proposed model can more accurately reflect unit operating states and effectively enhance the economic efficiency and flexibility of system operation.
