近年来在全国各地得到示范和推广

取得显著成效。但作为新生事物

也存在一些突出问题。为推进光伏扶贫健康发展

以浙江省为研究对象

梳理省级层面以及相关城市出台的光伏扶贫政策措施

分析光伏扶贫所产生的增收富民等效果

剖析光伏扶贫存在的问题

提出强化规划编制、资金筹措、宣传推广等对策。

Abstract

Photovoltaic（PV） poverty alleviation is one of the effective targeted measures to help people lift themselves out of poverty.Recently

PV poverty alleviation has been widely demonstrated and popularized all over the country

and remarkable effects have been achieved.As a newly emerging thing

some prominent problems are also associated with PV poverty alleviation.To promote the development of PV poverty alleviation

Zhejiang province was taken as an example to study the policy effects of PV poverty alleviation.The policy measures of PV poverty alleviation both from province and city level were combed.The policy effects produced by PV poverty alleviation such as benefiting farmers and raising rural living standards were analyzed.After analyzing the existing problems

some useful suggestions such as strengthening planning drawing-up

fund raising

publicity and promotion were also proposed.
