摘要

分析了节能监察的特点、作用及能耗限额监察的职能设定、分工协作等问题。提出了能耗限额监察规程制订与执法尺度界定的思路。建议建立能耗限额监察执法机制

尤其对能耗限额监察结果应用、能耗限额监察企业申诉机制和节能监测在能耗限额监察中的联动机制进行了详细的论述。以期提高节能监察机构的能耗限额监察水平。
