The safety of small-sized reservoirs is closely related to people's lives and property as well as regional development and stability
and is also a critical component of the water security system. Under the combined effects of increasingly frequent extreme weather events and aging reservoir infrastructure
risks to safe operation have continued to rise
making strengthened safety monitoring a major national priority. As one of China's first pilot provinces for enhancing the safety monitoring capacity of small-sized reservoirs
Hubei has addressed prominent problems such as inadequate monitoring facilities
weak management
and a low level of informatization by exploring a provincially coordinated monitoring system centered on “unified planning
unified standards
unified implementation
unified management
and unified support”. This system has effectively alleviated the difficulties caused by fragmented management and improved both construction efficiency and standardization. However
the pilot practice also faces deeper constraints. These include insufficient application of monitoring data
limited capacity among local-level personnel to interpret key indicators such as deformation and seepage
weakened local responsibility
excessive reliance on higher-level financial input for operation and maintenance
difficulties in providing matching funds in less-developed areas
shortages of technical personnel at the grassroots level
inadequate capacity for equipment maintenance and data diagnosis
and mounting pressure on long-term operation and maintenance funding
as intelligent monitoring systems entail higher maintenance costs than traditional approaches. In response
further improvement should be promoted by consolidating local responsibilities
optimizing monitoring layouts
developing intelligent decision-support systems
and establishing a tiered fiscal cost-sharing mechanism. The practice in Hubei Province shows that enhancing the safety monitoring capacity of small-sized reservoirs is a systematic undertaking requiring coordinated progress in both hardware and software
and its experience and challenges offer important implications for other regions in China.
