This study aims to systematically reveal the micro-level changes in water conservancy construction investment patterns in Jiangxi Province
and optimize the strategic investment planning for the next phase. Based on statistical data from the 13 th Five-Year Plan period
the study analyzes investment scale
funding sources
regional distribution
and project types across 4 dimensions. Using the coefficient of variation( CV) as a key analytical metric
it examines investment from 3 perspectives
such as total investment amount
proportional distribution of funds
and phased evolution. This study identifies fluctuations in investment levels in Jiangxi's water conservancy sector over the past 9 years and investigates the underlying characteristics. The findings reveal significant regional disparities and periodic fluctuations in investment. Investment remained stable during the 13 th Five-Year Plan period but accelerated during the 14 th Five-Year Plan period. Stable capital investment from central and provincial governments have effectively catalyzed synergistic growth in investment from municipal and county-level finances
bank loans
and private capital. While continuing to strengthen investment in key areas such as flood control
water supply
and irrigation
attention must also be directed to weak links in project preparation
power generation projects
and institutional capacity building
in order to optimize investment structure and improve overall efficiency. It is recommended that
during the 15 th Five-Year Plan period
cross-regional coordination and resource allocation be further enhanced to achieve more balanced and efficient water conservancy construction funding
thereby supporting the coordinated development of regional economies and societies.
