this paper addresses the issue of insufficient “government-market collaboration” in the field of water governance. It argues that the development of the water-saving industry represents both an extension of the water governance industry chain and a deep exploration of the economic value of water. This
in turn
presents an important opportunity to solve the challenge of achieving effective collaboration between the government and market in water governance. Drawing from the experience of other typical countries
the paper advocates for leveraging scientific and technological innovation to guide the shift in water governance toward distributed management
advanced treatment
and refined
intelligent operations. this approach will help foster and cultivate niche market within the water-saving industry
extend the reach of the water service industry chain
and drive technological innovation. It also emphasizes the need for a deeper exploration of the water value chain to expand new economic models for the water-saving industry
meet the diverse demands for services and products
and build the endogenous momentum for water conservation. In this process
new economic value will be created. Based on these insights
the paper proposes several recommendations
including the formulation of a strategic development plan for the water-saving industry
the establishment of a venture capital fund for the water-saving sector
strengthening the incubation and growth of water-saving technological innovation enterprises
and improving the supportive policies for the development of the water-saving industry.
