Exploring the impact mechanism of publicity and education on citizens' water literacy plays an important role in strengthening general education on citizens' water literacy and guiding the formation of good water behavior. This article applies grounded theory to open coding
axial coding
and selective coding of water resources publicity and education text materials
constructs a conceptual model of promoting citizens' water literacy through publicity and education
and explores its internal mechanism. Research has found that water resources promotion and education include three main categories:content
form
and channel. Among them
the content of promotion and education is the direct driving factor that inspires citizens to expand their water knowledge
change their water attitudes
regulate water behavior
and master water skills.The forms and channels of promotion and education together form multiple mediating effects to promote the improvement of water literacy. Based on the research findings
it is recommended to enrich the content
optimize the forms and integrate the channels of publicity and education to gradually improve citizens' water literacy.
